About ESIC Covid-19 Relief Scheme
The employees of State Insurance Corporation have launched ESIC Covid-19 Relief Scheme. Through this scheme financial relief is provided to the dependents of the insured person in case of his or her death due to covid-19. The periodic payment under the scheme will pay directly into the bank accounts of the eligible dependent family members. Now the dependents of the insured persons are not required to depend on others for their financial needs. As ESIC will provide them financial benefits. This scheme will be effective for a period of 2 years with effect from 24th March 2020. The minimum amount of relief provided under the scheme will be Rs 1800 per month.
Financial Assistance Under ESIC Covid-19 Relief Scheme
- Under this scheme 90% of the average daily wages of the deceased insured person, which will be called as full rate of relief, will be paid to the dependent of the insured person in the following manner:-
- An amount equivalent to three fifth of the full rate to the spouse (if there are two or more widows then the amount payable to the spouse will be divided equally)
- Two fifth of the full rate to the legitimate or adopted son till he attains the age of 25 years (if the legitimate or adopted son is infirm and is wholly dependent on the insured person then the relief will continue to be paid till the infirmity last)
- An amount equivalent to the two fifth of the the full rate will be paid to the legitimate or adopted unmarried daughter (if the daughter is infirm and is wholly dependent on the earnings of the insured person then the relief will be paid to her till the infirmity last)
- An amount equivalent to two fifth of the full rate will be paid to the widowed mother
- If the relief distributed to the dependents of the beneficiary exceeds at any time the full rate then the share of each of the dependents will be proportionately reduced so that the total amount payable to them does not exceed the amount of relief at the full rate
- If the deceased person does not have spouse or legitimate or adopted child or widowed mother then the relief will be payable to a parent other than widowed mother or grandparents or male dependent or female dependent
- The minimum amount of relief provided under this scheme will be of Rs 1800 per month
Objective Of ESIC Covid-19 Relief
The main objective of the ESIC Covid-19 Relief Scheme is to provide financial relief to the dependents of insured persons who have died due to covid-19. Now the dependents of deceased persons are not required to depend on others for fulfilling their financial needs as employees State Insurance corporation will provide them financial assistance. This scheme will improve the standard of living of the dependents of the deceased person. Other than that ESIC covid-19 relief scheme will also make them self-dependent. Implementation Of ESIC Covid-19 Relief Scheme
- Beneficiary is required to submit form CRS-I by attaching covid-19 positive report of the insured person and death certificate in original in the nearest ESIC branch office
- Aadhar and birth certificate of dependents as proof of age and identity is also required to be submitted along with form
- Insured persons who availing maternity Benefit, extended sickness benefit or temporary disablement benefits and had died due to covid-19 and have fallen short of required 70 days of contribution due to being on maternity Benefit, extended sickness benefit and temporary disablement benefit, in this case the number of days they were on the above-mentioned benefits during the period of one year prior to the diagnosis of covid-19 will be counted for their eligibility for providing benefits under the scheme
- The regional director and sub regional office incharge has the power to decide regarding beneficiaries
- There are several cases where a person dies after recovery from covid-19 and discharge from the hospital. In these cases if the insured person dies within 30 days of recovery and discharge from hospital then regional director/sub regional office incharge on the recommendation of medical board comprising of medical superintendent of nearest ESIC hospital, specialist etc will decide regarding the eligibility
- If the date of recovery cannot be ascertained and a person dies after 45 days of testing covid-19 positive then he or she will also be considered for providing relief under the scheme
- The claims will settle within 15 days of receipt
- The widow of a deceased insured person who has died due to employment injury gets medical care on depositing Rs 120 for 1 year. The spouse of deceased insured person who died during covid-19 disease will also be provided with the same benefits
Eligibility Criteria
- The insured person who have died due to covid-19 must be registered on the ESIC online portal for at least 3 month prior to the diagnosis of covid-19
- On the date of diagnosis of covid-19 disease the deceased insured person must have been in employment
- Contribution of at least 70 days should have been paid or payable in respect of insured person during a period of Maximum 1 year immediately preceding the diagnosis of covid-19 disease
Eligible Relatives Of The Insured Person
In case of death of an insured person due to covid-19 following relatives will be eligible to receive the benefit of the scheme:-
- Spouse
- Legitimate or adopted son who have not attained the age of 25 years
- Unmarried legitimate or adopted daughter
- Widowed mother
- Infirm daughter or son if he or she is wholly dependent on the earnings of the insured person
- If there is no spouse or legitimate or adopted child or widowed mother
- A parent other than widowed mother
- A minor legitimate son or unmarried illegitimate daughter or a daughter legitimate or adopted or illegitimate if married and a minor or if widowed and a minor
- Paternal grandparents
- Minor child of Pre deceased daughter where no one of the child is alive
- Minor child of Pre deceased son
- A widowed daughter in law
- A minor brother or an unmarried sister or a widow sister if a minor
