Originally launched as an urban wage employment initiative during the COVID-19 lockdown, the government has now expanded it into a comprehensive scheme called Mukta Yojana. This scheme aims to provide livelihood opportunities to urban local bodies by allocating various projects to them. Activities such as stormwater drainage, rainwater harvesting, increasing green cover, improving sanitation, and establishing community centers will be undertaken under this scheme. The State Government has committed to funding this initiative from its own budget.

13th June Update:- Odisha CM Authorized Rs 183.81 Crore for 42 Urban Local Bodies

In line with the state’s flagship program MUKTA for the 2023-24 financial year, Chief Minister Naveen Patnaik of Odisha has authorized an allocation of Rs 183.81 crore for 42 urban local bodies (ULBs) spread across 10 districts in the Southern Revenue Division. These districts include Ganjam, Gajapati, Kalahandi, Nuapada, Koraput, Rayagada, Nabarangpur, Malkangiri, Kandhamal, and Boudh. The main objective of the Mukhyamantri Karma Tatpara Abhiyan Yojana (MUKTA) is to reduce unemployment by providing employment opportunities to migrant workers and the urban poor. Under MUKTA, the 42 ULBs have developed ward-level action plans through a participatory process that involves local residents and stakeholders, as confirmed by the Chief Minister’s Office (CMO).

Objective Of Mukhyamantri Karma Tatpara Abhiyan

The primary goal of the Mukhyamantri Karma Tatpara Abhiyan is to provide employment opportunities to the urban poor. This scheme aims to transform the existing temporary wage employment initiative into a comprehensive program that offers sustainable employment. By implementing the Mukhyamantri Karma Tatpara Abhiyan, the vulnerabilities faced by the urban poor, including migrant laborers and informal workers, will be reduced. The scheme also focuses on the economic empowerment of urban informal workers. Additionally, there will be an increased emphasis on the involvement and empowerment of women, self-help groups, and slum development associations. Strengthen Capacity of Community Organisations

Building Community Assets

Under the Mukhyamantri Karma Tatpara Abhiyan, a Shakti Gruh community center and Parchaya center worth more than 150 crores are expected to be established. With the implementation of Mukhyamantri Karma Tatpara Abhiyan, over 35 lakh man-days per year will be generated, creating ample employment opportunities. To Develop Playgrounds/public Parks/New Water Bodies

In an effort to promote community involvement and provide employment opportunities, the urban local poor will be assigned the task of developing these projects. This approach ensures timely completion of the initiatives while simultaneously offering employment to those who are currently unemployed. To Repair Storm Water Drain

Given Odisha’s high rainfall during the monsoon season, it is crucial to undertake regular maintenance and repair work on storm drains to prevent flooding. As part of this scheme, the repair of storm water drains will be prioritized, not only to mitigate the risk of floods but also to enhance the aesthetic appeal of urban areas. By focusing on the upkeep of storm drains, the scheme aims to ensure the efficient drainage of excess rainwater, safeguarding the city from potential flood-related hazards while simultaneously contributing to the beautification of urban spaces.

Construct rainwater harvesting structures

As part of our efforts to conserve water, the construction of rainwater harvesting structures will be undertaken.
