About National Overseas Scholarship (NOS)

In order to facilitate those students who have low family income, the Government of India has launched a National Overseas scholarship. Through this scholarship scheme students belonging to scheduled caste, denotified Nomadic, and semi Nomadic tribes, landless agricultural laborers, and traditional artisans category will get financial assistance for their higher education. This scheme is going to improve the economic and social status of the students. Every year through this scholarship Scheme 100 scholarships are offered subject to the availability of funds. Students will get financial assistance for pursuing master’s courses and Ph.D. courses abroad in the institutions or universities which are accredited by the government or authorized body of that country. Every year 30% of the awards of scholarship are reserved for women candidates.



National Overseas Scholarship For the Selection Year 2021-22 (1st list)

The national Overseas scholarship portal will be open from 1st September 2021 to 15 October 2021. All the interested candidates are requested to submit their online applications through the portal. Interested candidates are also advised to go through the scheme guidelines before submitting their applications. Through this scheme, financial assistance will be provided to the selected candidate for pursuing the masters-level course and Ph.D. abroad in the accredited institution or university which is recognized by the authorized body of that country in the field of study

Objective Of National Overseas Scholarship

The main objective of the National Overseas scholarship is to provide financial assistance to those students who want to pursue their education abroad. Through this scholarship scheme financial incentives are provided for tuition fees and any other kind of expenses that are incurred during the course of study. Now students are not required to worry about the financial burden that comes with studying abroad as the Government of India is going to finance their education through the National Overseas scholarship scheme. Every year 100 scholarships will be offered through this scholarship scheme. All those students who have low family incomes will be facilitated through this scheme.

Some Important Points Regarding National Overseas Scholarship

  • If there is unavailability of successful candidate in a particular year according to the listed category then the award for the year will become open for candidates who belong to other categories
  • 30% of the total scholarship are reserved for women candidates but if women candidates are not available then unutilized slots will be given to male candidates
  • No bachelor level course of any discipline is covered under this scheme
  • Those candidates who are already studying abroad are not eligible to apply under this scholarship scheme
  • If the candidate have an conditional offer of admission in top 1000 ranked institute or universities as per the latest available QS ranking then the candidate will be selected for grant of scholarship during the first three rounds of scholarship out of the total four rounds
  • During the fourth round the selection priority will be given as follows:-
    • Those candidates who are having unconditional offer letter of admission from top 1000 QS ranking Institution in fourth cycle
    • candidates who are having unconditional offer letter of admission from other recognised Institution in previous or current cycle
    • Those candidates who have submitted the proof of applying in any recognised Institution in any of the cycle
  • If there is any kind of financial condition that is mention in the offer of admission such as deposit of fee or any other amount then it will not be considered as a bar for consideration of application

Important Instructions Regarding Application Procedure

  • This scheme will be advertised through newspapers and other media
  • The portal will accept applications from April every year for a period of 30 days
  • Only online applications will be considered for the award of scholarship in the first cycle of selection
  • If the slots remain unfilled after the first cycle of selection then the portal will be open again every quarter for a period of 30 days until the slots are filled
  • When all the slots are filled the portal will not be reopened
  • Only the completed online applications will be considered for award
  • Incomplete applications will be rejected

Selection Procedure Under National Overseas Scholarship

  • First of all those candidates will be considered who have received unconditional offer of admission from one of the top 1000 ranked foreign institution or university
  • The request for change of Institution or university will not be entertained
  • As per the latest available QS ranking of the foreign university or institution merit list of eligible candidates will be drawn for every cycle of selection. The scholarship will be awarded in the order of merit. Those candidates who are having offer letter from higher ranked university or institution will be ranked higher in the merit list
  • If there is tie between the QS ranking of two or more candidates then the position of merit will be decided on the basis of the marks obtained by the candidate in the qualifying examination
  • If after the 3rd cycle of selections sufficient candidates have not been selected then in the fourth cycle those candidates who have either obtained unconditional offer of admission or have applied but not yet secured admission in the institute or university will become eligible for the award of scholarship. Even if the institute or university or not in top 1000 QS ranking
  • All the online applications of the candidate will be placed before the selection cum screening committee so that they can mark their recommendation for selection and ranking
  • Those selected candidates who have secured admission in foreign university or institution will be issued provisional award of scholarship letter
  • Provisional assurance letter will be issued to those candidates who are yet to secure admission in the foreign university or Institute
  • Those candidates who have received award under the scholarship scheme he or she have to join the said course within a period of three years failing to which the award of scholarship will be cancelled
  • If provisional assurance is provided to the candidate then it will be valid for a period of one year
  • The candidate who have received provisional assurance have to obtain unconditional offer of admission within a period of one year
  • If the candidate fails to receive the unconditional offer of admission in the specified time then the assurance will be automatically cancelled and no request for extension of assurance will be entertained

Role Of Indian Mission Under National Overseas Scholarship

  • The Indian mission will make payment of tuition fees, maintenance allowance and any other type of allowance to the students.
  • If the scholarship awardee is not able to complete the course within the stipulated time and if the guide or head of the department of the candidate certifies that the candidate is not lacking in his commitment and dedication towards studies then the ministry will exempt him or her from the penalty clause of the defaulter
  • The Indian mission will also provide the return airfare passage to India by shortest route and economic class
  • If the awarded student stays abroad for more than one month after the completion of course then he or she has to finance his or her own return to India at home cost. He or she will not be entitled to receive refund of return passage book by him or her
  • After the completion of the course the Indian mission immediately books return journey of the awardee
  • If the awardee over stays without any specific purpose for more than one month then the mission will forfeit his or her claim of return passage at Government expenses

Monitoring Of National Overseas Scholarship

  • From the university or institution where the awardee is pursuing his or her studies the Indian mission will obtain bi annual progress report
  • If any situation arises where any kind of decision is required to be made in respect of the continuation of the award for scholarship the mission will inform the ministry about such development
  • The mission will also advised the awardees to put serious efforts so that they can improve their achievements
  • The payment of maintenance allowance is linked with furnishing of progress report
  • For the first semester the maintenance allowance will be paid to the awardee as an advance
  • The maintenance allowance for the next semesters may be paid after the receipt of the satisfactory progress report of the awardees
  • For monitoring and implementing the system a portal will be developed and a program monitoring unit will be set up. In order to meet the administrative expenses 1.5 % of the budget allocation may be made which may inter alia include engagement of suitable person or technical experts, development of the module of the Portal, travelling, organising meetings/conference etc or any other essential expenditure which is required for implementing, evaluating and improvement of the scheme

  • The contingency allowance is allowed for books, essential apparatus, study tour, travel cost, for attending subject related conference, workshop etc and the fees charged by the university or institution include student service fee, student amenity fees, student service or Amenity fees, registration fees, examination fees etc but the fees for learning English or any other language course before joining the course or during the course is not funded under this scholarship scheme
  • The awardee can supplement their prescribed allowance by undertaking research or teaching assistantship
  • Second or coach class railway fare from the port of disembarking to the place of study and back is also provided under this scholarship scheme

Duration Of Award Under National Overseas Scholarship

The financial assistance under National Overseas scholarship will be provided up to the completion of the course/research or the following period whichever is earlier:-

  • PHD- 4 years
  • Master’s degree- 3 years

The extension of stay will be considered without the financial assistance of any kind except the air passage to return to India. This stay will be allowed if recommended by the competent concerned authority in the educational institution or university as well as Indian mission abroad. Stay only be allowed if it is absolutely essential for facilitating the candidate to complete the course. The final decision regarding the stay will be on the Government of India alone.

Default Under National Overseas Scholarship

If the student who is pursuing education abroad violates any terms and conditions then the educational institution or university informs about this to the Indian mission abroad. This adverse report on the studies or conduct of the candidate will declare the candidate defaulter and the candidate will become liable to refund the entire amount spent on his or her studies abroad along with an interest of 12% per annum. If the awardee fails to repay the amount within 6 months from the date on which demand for such refund is made then the penalty rate at the rate of 2.5% higher than the above normal rate of interest on the outstanding amount will be charged.

Now If the awardee fails to repay the amount along with interest then his or her sureties who have executed bonds will be liable to pay the entire amount. If they also fail to pay the amount then the district collector of the concerned district will realize the amount of scholarship as the arrear of land revenue.

False Furnishing Of Information

If any candidate is found to furnish false information then such candidates will be debarred from the award of scholarship. The action to recover the amount spent on him will be initiated and the amount will be recovered from the candidate with 15% compound interest. The candidate will also be blacklisted for the future. If the candidate is employed then he or she also has to face departmental action of such an act for which the government of India will take this matter with the respective employer. The employer will be advised to go through the contents of the application of their employee before providing them NOC.

Mandatory Conditions Regarding National Overseas Scholarship


  • Those candidates who have already acquired masters or PhD qualification cannot get the benefit of this scheme
  • Employed candidates are required to provide no objection certificate from the employer to the ministry
  • Rules of the serving organisation on the administrative matters are required to be directly resolved by the candidate
  • The candidate have to obtain the appropriate visa for the country where he or she intends to study
  • Applicant must also submit an undertaking that he or she will allow his or her University to share information with concerned Indian mission abroad
  • Selected candidate have to submit all the required documents and furnish all the important information
  • All the candidates after availing the award of the scholarship are required to return to India
  • If the candidate is able to obtain an employment then candidate can stay in the country for the period of 2 years without any financial support
  • If due to some exigency at home the candidate is required to come back to India then the candidate is permitted to return to India for sometime after informing the Indian mission and the educational institution. The candidate have to bear the expenses of the journey
  • The candidate is not allowed to change the course of study or research for which the scholarship has been sanctioned
  • Candidate have to complete the required procedure and formalities under National Overseas scholarship scheme in order to get scholarship
  • If the candidate is awarded overpayment by the Indian mission abroad then he or she is liable to refund the excess amount
  • If the applicant is married and decides to take their spouse and children with them then their financial expenses will be the responsibility of the candidate
  • The selected candidate has to execute a bond on non judicial stamp paper before the notary public with two surety who will execute surety bond separately for the actual amount to be spent by the government of India on the candidate or Rs 50000 whichever is more
  • The surety bond will specify and cover the estimated expenditure in Indian rupees that will be incurred during the course of study

Eligibility Criteria Of National Overseas Scholarship

  • The candidate must be permanent resident of India
  • Applicant must have secured 60% marks or equivalent grade in qualifying examination (for PHD courses the qualifying examination is masters degree and for masters degree courses the qualifying examination is bachelor’s degree)
  • The age of the applicant should not be more than 35 years
  • Applicant’s family income from all sources should not be more than Rs 8 lakh
  • For determining the family income the family will be considered as follows:-
    • Candidate’s parents and siblings below the age of 18 years and his or her spouse and children below the age of 18 years
    • If the woman is married income of in laws and her spouse and children below 18 years of age will be considered
  • Only two children of the same family can get the benefit of this scheme. Students are required to submit the self certification in this regard.
  • The awardee of the scholarships can not be considered for award of the scholarship for 2nd time
