Ama Odisha Nabin Odisha Scheme:- The ‘Ama Odisha Nabin Odisha’ scheme has been given the green light by the Odisha Cabinet, with a budget of Rs. 4,000 crore. This scheme is one of the nine proposals that have received approval from the cabinet. The State government has introduced the “Ama Odisha Nabin Odisha” scheme as a new addition to the State Plan, thereby modifying the guidelines of the existing intervention called “Ama Gaon Ama Bikash” to ensure its effectiveness starting from the Financial Year 2023-24.

The Ama Odisha Nabin Odisha Scheme, while staying true to the essence, soul, and spirit of Odisha, envisions a New Odisha, an Aspirational Odisha, and a Modern Odisha. As per sources in the state government, the budget for this fiscal year has allocated Rs 4,000 crore towards this scheme.
Chief Minister Naveen Patnaik initiated the allocation of funds for panchayat development in the State on October 10, three months after the approval of the Ama Odisha Nabin Odisha scheme. The scheme, which has been labeled as a pre-election sop, aims to benefit various gram panchayats across different districts. In the Keonjhar district, 297 gram panchayats from six Assembly constituencies will receive a total of 148.50 crore from the state government, while in the Bhadrak district, 218 gram panchayats will receive 109 crore. Overall, a total of 6,794 gram panchayats in Odisha will be funded with a sum of 3,397 crore, supporting up to 90,723 projects. Each panchayat will receive a grant of 50 lakh rupees, with project expenses ranging between 2.5 lakh and 10 lakh rupees.

The primary objective of this intervention is to modernize and uplift Odisha into a progressive and aspirational state, while still upholding the essence, soul, and spirit of the Jagannath culture and promoting it on a global scale. Odisha is renowned for being the birthplace of the Jagannath Culture, which encompasses values of equality, service, and love in all its forms. The scheme aims to address the existing gaps between small-scale essential initiatives and the development of infrastructure. According to the press announcement, the scheme’s main focus is to empower women and youth, bridge crucial gaps in education, digital services, sports facilities, and more.
Features of Ama Odisha Nabin Odisha Scheme
The plan aims to establish new Mission Shakti Centers at the Gram Panchayat (GP) level, addressing key deficiencies in order to enhance rural areas by providing urban amenities, constructing youth sports facilities, offering banking services, and improving digital accessibility through mobile connectivity, optical fiber connectivity, WiFi, and internet connectivity.
The scheme encourages input and participation from local residents, community organizations, government officials, and other stakeholders to propose and endorse initiatives. The district collector and the president of the district’s zilla parishad will jointly sign the compiled project list, categorized by Gram Panchayat (GP), which will then be submitted to the Panchayati Raj & Drinking Water Department for government review and approval.

The program has been allocated a budget of Rs. 4000 Crore in the State Budget. All Gram Panchayats within each Block of the State will be included in the program, with an entitlement of 50 lakh rupees. The project expenses are estimated to range between 2.5 lakh and 10 lakh rupees.
The Panchayat Samiti will undertake departmental tasks in accordance with established protocols. The Collector will be empowered to select alternative agencies to carry out the assigned work if deemed necessary.
